Police constitutes one of the most important agency of Law enforcement. It is also the very important segment of our criminal justice system. For good governance of country, Police play a very crucial role. Law vests the Police with powerful power to arrest, power to investigate and power to interrogate. In democratic society these powers are vested in the Police to keep with checks and balances with a view to ensure that these powers are not abused by Police.
Whether Police works can be privatised?
Privatization means when public organization do not able to perform the duties within a given time period and scope. In this sit, it has to be directed to the second group of national economy, the private sector which means thinking of profits to the business; by which common man will suffer for long term.
Basic advantage in privatization is accurateness and commitment towards the service as private organizations are very much concerned about the profits they make ultimately which depend on the quality of service being provided by them and the public response to it. Customer support and satisfaction basically is of much interest in private enterprises comparatively.
Privatization generates more revenue compared to government enterprises, thus government can indirectly earn a bit more by leasing out enterprises to private organizations. Government can take privatisation steps if they are in financial crisis. Private police are less trained but they do lots of efforts to keep their clients happy. Public police encourage criminalisation of activities like gambling and prostitution which can be said as victimless activities.
Private police are oriented toward preventing and deterring crime. Their focus is on preventing or reducing losses and accordingly they are more concerned with monitoring, surveillance, and prevention than arrest and punishment. Private police are now taking a broader view of risk management; they are integrating information technology and overall corporate security rather than simply providing guards.
Private security is the agent of the premises owner and its power is derived from the inherent authority of the owner. Police are the agent of the government and are charged with enforcing the public law. Another important distinguishing feature is that public police have to fully comply with constitutional prohibition against illegal search and seizure while private security is not similarly bound. When private security cooperates with the police it may be subject to the constitutional restrictions applicable to the public police.
Public police who are responsible for dealing with crime hire private security generally for ancillary services like guarding or transporting prisoners. Often police contract out public services to improve efficiency. In such cases, police keep the overall control on the quantity and quality of service while competition prevails at the bidding stage. The reasons for this growing trend of contracting out are:
1. Police budgets are constrained by the total governmental budget and tax receipts. With rising demands for more services, local governments have to turn to the competitive private sector in order to reduce costs.
2. Many public services of police do not require expensive sworn officers. For example, the wages of sworn officers are more those of private security performing the same service.
3. Demand for police services often experience fluctuations that cannot be satisfied with existing police manpower, but does not warrant an increase in their size. Private providers could fulfill the need at periods of temporary excess demand.
Wealthy neighborhoods and wealthy gated communities often desire more security than the municipal police provide. In the Atlanta GA area, many neighborhoods hire private patrols. The typical model involves the neighborhood forming a corporation to employ a security patrol within its boundaries and then selling membership to community residents. The patrol checks the members’ premises while skipping non-members. Members are identified by a special sign. However, in case of criminal activity the patrol intervenes.
Most of private police operations are complementary to public police. Private police are more “eyes and ears on the street”. Police often experience temporary increased demand because of such special events as natural disasters and dignitary visits. It is also difficult to terminate officers once they are employed while private security could be hired for even a few hours. Several of the private security executives have emphasized their companies’ role in satisfying peak demand.
Reduction in Salary with no cuts
Sworn in officers do take high salaries. Government should draft policies which will ‘scissor-cut’ Public Police pockets but will not increase number of unemployed.
So in support of Police Federation, I conclude saying, ‘there is need of Private Public Police Participation model to secure the society in which we live in’.
